NEW DELHI – In a significant administrative reinforcement of the Cabinet Secretariat, the Appointments Committee of the Cabinet (ACC) has approved the redesignation and upgrade of Shri Prabhat Shrivastava (IOFS: 2012) to the rank of Director.
The official order, cleared on February 3, 2026, elevates Shrivastava from his previous role as Deputy Secretary in the Cabinet Secretariat (SR).
A Critical Role in the Secretariat (SR)
Shrivastava is a 2012-batch officer of the Indian Ordnance Factories Service (IOFS). His current assignment is within the Special Responsibility (SR) wing of the Cabinet Secretariat, an area traditionally associated with high-level coordination and sensitive administrative functions.
Timeline & Deputation Status:
-
Central Deputation: His tenure with the Union Government began on January 23, 2023.
-
Upgraded Rank: The redesignation to Director is an in-situ upgrade, allowing him to continue his specialized work with higher administrative and decision-making powers.
-
Admissible Tenure: The appointment is valid until January 22, 2028, completing a full five-year term under the Central Staffing Scheme (CSS).
Synchronized IOFS Leadership Boost
The upgrade of Shrivastava was part of a broader, synchronized move by the ACC to elevate a group of high-performing 2012-batch IOFS officers across key ministries. This ensures a consistent tier of mid-to-senior leadership as the government enters its next fiscal phase.

Operational Significance
The Cabinet Secretariat serves as the primary coordination agency for the Government of India, ensuring that all ministries work in sync with the Cabinet’s decisions. By upgrading officers like Shrivastava to Director level, the government provides them with the Level 13 pay matrix and increased signing authority, which is crucial for handling inter-ministerial disputes and overseeing the implementation of flagship national policies.
