LUCKNOW – In a significant administrative overhaul, the Uttar Pradesh Government has transferred and assigned new responsibilities to nine senior IAS officers. The official order, dated March 30, 2026, impacts key departments including Appointments, Social Welfare, IT & Electronics, and Urban Governance.
The moves are aimed at streamlining operations and filling critical leadership vacancies across the state’s administrative machinery.
Key Appointments and Transfers
According to the document issued by the Appointment Section, the following shifts have been finalized:

M. Devaraj (IAS): While retaining his current position as Principal Secretary, Appointments & Personnel, he has been given additional charge as Director General, UP Administration & Management Academy (UPAMAP).

Anurag Yadav (IAS): He has been transferred from his role as Principal Secretary, IT & Electronics and appointed as Principal Secretary, Social Welfare and Soldiers Welfare, UP Government.

Alok Kumar-III (IAS): Retaining his existing post as Principal Secretary, Planning and Programme Implementation (as well as his roles as Nodal Officer for the ‘One Trillion Dollar Economy’ and ‘Zero Poverty’ campaigns), he has been given additional charge as Principal Secretary, IT & Electronics.

Saurabh Babu (IAS): While maintaining his current post as Principal Secretary, Rural Development and Rural Engineering Service, he has been given additional charge as Director General, Deendayal Upadhyaya State Institute of Rural Development (SIRD).

Ravi Ranjan (IAS): He has been transferred from his dual role as Managing Director, UP Electronics Corporation and UP Agro and appointed as Special Secretary, Medical Health and Family Welfare, UP Government.

T.K. Shibu (IAS): While continuing as Special Secretary, Agriculture Production Commissioner Branch, he has been given additional charge as Managing Director, UP Agro.

Himanshu Kaushik (IAS): A previously awaiting-posting officer (pratisharat), he has been appointed as Managing Director, UP Electronics Corporation.

Sowmya Gururani (IAS): Also awaiting-posting, she has been appointed as Municipal Commissioner, Municipal Corporation, Shahjahanpur.

Dr. Bipin Kumar Mishra: He has been transferred from his post as Municipal Commissioner, Municipal Corporation, Shahjahanpur and appointed as Additional Managing Director, Uttar Pradesh State Road Transport Corporation (UPSRTC).
