NEW DELHI – In a landmark step toward modernizing India’s administrative backbone, Union Home Minister Amit Shah on Thursday launched the official mascots and digital platforms for Census 2027. This upcoming exercise will be the world’s largest population count and the first in India’s history to be conducted entirely through digital tools.
The two mascots, named Pragati (Progress) and Vikas (Development), represent female and male enumerators. Their introduction aims to highlight gender equality and the inclusive nature of the national exercise as India marches toward its “Viksit Bharat” goal for 2047.
A Paperless Revolution: The Digital Toolkit
Developed by the Centre for Development of Advanced Computing (C-DAC), the new census ecosystem replaces traditional paper forms with a suite of high-tech applications designed for accuracy and real-time monitoring.
The Four Pillars of the Digital Census:

Houselisting Block Creator: A web app using satellite imagery to demarcate survey boundaries.

HLO Mobile App: A specialized tool for enumerators to collect and upload field data instantly.

Self-Enumeration Portal: A secure web platform allowing citizens to fill out their own household details in 16 languages.

Management & Monitoring System: A real-time dashboard for authorities to track progress across every district.
The Two-Phase Roadmap
The government confirmed that the census will be executed in two distinct stages to ensure comprehensive coverage of India’s diverse geography.
Note: For snow-bound regions like Ladakh and parts of J&K, Phase II will be fast-tracked to September 2026 due to weather constraints.
Empowering the Citizen
For the first time, Indians will have a 15-day window to opt for self-enumeration before an official visits their home. This move is expected to significantly reduce the time required for door-to-door surveys and improve data privacy.
With over 30 lakh personnel slated for deployment, Home Minister Shah emphasized that this digital transition is not just about counting heads, but about ensuring that government welfare schemes reach the right doorstep with surgical precision.
