IOCL Promotes 19 Senior Officers to Executive Director Level; New Heads for State Offices and Core Verticals

State Heads & Regional Command

Indian Oil has placed experienced leaders at the helm of its vital State Offices (SOs) to drive retail and commercial growth:

• Uttar Pradesh: Sanjay Bhandari (UPSO) and Rajiv Sreshta (UPSO-II) will manage the extensive network in India’s most populous state.

• Bihar: A K Samantaray takes over as the State Head for the Bihar State Office.

• Assam/North East: Nitin Bhatnagar has been appointed as ED & State Head for the Indian Oil AOD (Assam Oil Division) State Office.

Specialized Units & Technical Wings

The reshuffle also addresses technical expertise in Refining, R&D, and Business Development:

• Refineries HQ: G R K Murthy (Projects) and R R Raje (HR) will oversee the modernization of IOCL’s refinery infrastructure.

• R&D Centre: Sarvesh Kumar is now ED for Hydrotreating & Technical Services, focusing on fuel quality and green hydrogen research.

• Petrochemicals (BD CO): Sumit Basu (Polymer) and Saroj Kant Roy (Aromatics & Chemicals) will lead the push into high-margin petrochemical segments.

• Marketing Head Office: R. Ravichandran takes charge of Operations, while Girish Ranjan joins the Director (Marketing) Secretariat.

• Deputation: Sanjib Biswas has been moved to a critical safety oversight role as Director (MO-LPG) at the Oil Industry Safety Directorate (OISD), Noida.

This promotion of 19 officers to the ED level marks a transition toward a “future-ready” leadership team. By placing specialized heads in Business Development (Puneet Agarwal) and Polymer sectors, IOCL is signaling a shift beyond traditional fuel toward becoming a diversified energy and chemicals major. The focus on Internal Audit and H,S&E also highlights a commitment to global ESG (Environmental, Social, and Governance) standards.
