LUCKNOW – The Uttar Pradesh government has sent a shockwave through its administrative ranks by freezing the salaries of 68,236 employees for the month of January. The massive crackdown follows a widespread failure to comply with a mandatory order to declare personal assets.
The deadline for staff to upload details of their movable and immovable property to the Manav Sampada portal passed on January 31, triggering immediate financial repercussions for nearly 13% of the state’s workforce.
A Hardline Stance on Accountability
This move is the latest escalation in Chief Minister Yogi Adityanath’s “zero-tolerance” campaign against corruption. By mandating digital transparency, the administration aims to track the wealth of public servants to ensure it aligns with their known sources of income.
Despite repeated warnings throughout the previous quarter, a substantial number of personnel across all ranks failed to log their financial data.
The Scale of Non-Compliance
The salary suspension isn’t limited to junior staff; it cuts across the entire bureaucratic hierarchy:

Blocked Promotions: Non-compliant employees are now ineligible for upcoming Departmental Promotion Committee (DPC) reviews.

Service Record “Black Marks”: Persistent failure to disclose assets will result in adverse entries in Annual Confidential Reports (ACRs).

Departmental Scrutiny: The Education, Health, Revenue, and PWD departments have been flagged for the highest density of defaulters and are expected to face internal audits.
“Accountability is a non-negotiable service condition,” stated a spokesperson for the Chief Minister’s Office. “Salaries will be released only upon verified completion of the digital asset declaration.”
