DEHRADUN — Chief Minister Pushkar Singh Dhami has approved a 3 percent hike in Dearness Allowance (DA) for Uttarakhand government employees, raising the overall rate from 60 percent to 63 percent with retrospective effect from July 1, 2026.
The executive decision ensures state pay parity with Central Government compensation standards, offering financial protection against consumer inflation to state employees, educators, and local government personnel.
Beneficiary Coverage and Cash Arrears Timeline
According to official directives from the Chief Minister’s Office, the revised allowance structure covers a wide spectrum of public sector institutions:
-
Expansive Workforce Eligibility: The increased allowance applies to civil servants, municipal staff, employees of government-aided schools and technical institutions, and university faculty under UGC pay cadres operating within 7th Pay Commission benchmarks.
-
Direct Arrears Dispersal: The accumulated balance for the four-month period spanning July 1, 2026, to October 31, 2026, will be released directly in cash as lump-sum arrears to eligible personnel.
Integration with National Pay Frameworks
The state’s fiscal adjustment mirrors the Union Cabinet’s nationwide pay revisions enacted in late October:
-
National Benchmarking: The decision follows the central government’s approval of a similar 3 percentage point DA and Dearness Relief (DR) expansion, which benefitted nearly 48.54 lakh central staff members and 68.71 lakh pensioners nationwide.
-
Inflation Compensatory Model: Calculated under standard formulas set by the 7th Central Pay Commission, routine DA revisions offset fluctuations in the cost of living index and maintain real purchasing power across the public workforce.
