NEW DELHI — In a major step toward modernizing urban land management, Delhi Lieutenant Governor Sardar T.S. Sandhu has ordered a tech-driven, “zero-tolerance” enforcement drive across the national capital.
Chairing a high-level meeting of the Delhi Development Authority (DDA) Advisory Council, the LG directed the immediate deployment of drones, GIS mapping, and real-time tech tracking to detect, isolate, and remove unauthorized constructions and illegal occupations on public land.
Massive 1,370 Sq Km Drone Survey Underway
To eliminate blind spots in physical inspections, the DDA is executing a comprehensive aerial survey of the entire National Capital Territory (NCT) in collaboration with the Municipal Corporation of Delhi (MCD) and the Survey of India.

Progress Check: The high-resolution drone survey spans a total of 1,370 sq km, with more than 1,122 sq km already fully mapped.

Floodplain Protection: Drone mapping for the environmentally sensitive O-Zone (the Yamuna riverbed buffer zone) stands 100% completed, giving authorities a digital baseline to instantly spot illegal constructions.
Over 470 Acres Reclaimed via Real-Time Tracking
The DDA briefed the Advisory Council on substantial land recovery milestones achieved through targeted demolition drives since April 2025:

Public Land Recovered: Authorities successfully cleared and reclaimed 241.51 acres of government-owned land.

Development Belts Cleared: An additional 235.96 acres of land in newly developing sectors were stripped of illegal modifications.

Active Grid Enforcement: The DDA’s Land Management Department has deployed 14 specialized Flying Squads to run continuous physical rounds and secure the perimeter of reclaimed parcels.
Locking Down 21,700+ Acres via Geo-Tagging
To safeguard empty public plots from land mafias, the DDA has activated its Vacant Land Management System. Under this initiative, over 3,700 individual land parcels covering nearly 21,773 acres are being systematically geo-tagged. The system monitors these areas through periodic, time-stamped photographs to immediately catch and report layout changes.
Strict Sanctions for Architectural Deviations
The anti-encroachment drive is also penalizing white-collar enablers of illegal building layouts:

Blacklisting Architects: The LG directed the DDA to immediately de-empanel and blacklist errant architects who log or clear building plans with gross structural deviations.

Preempting Land Pooling Violations: Dedicated Quick Response Teams (QRTs) and Flying Squads have been deployed across Delhi’s upcoming Land Pooling Areas to dismantle illegal structural layouts before unauthorized colonies can solidify.

Safety Audits: All structurally compromised or dilapidated buildings flagged during the high-tech mapping will be forwarded to the MCD for immediate structural enforcement or emergency clearing.
