MORADABAD – Prem Shankar Jha, a senior officer of the Indian Railway Stores Service (IRSS), has been appointed as the Additional Divisional Railway Manager (ADRM) of the Moradabad (MB) Division. The appointment, effective from February 3, 2026, marks the return of a highly versatile administrator to the core of Northern Railway’s divisional leadership.
Jha transitions to this role from his previous posting within the Northern Railway (NR), bringing with him a unique portfolio of urban governance, policy innovation, and sustainability initiatives.
A Legacy of Municipal Reform in Delhi
Before his current railway assignment, Jha served on a high-impact deputation as Deputy Commissioner at the Municipal Corporation of Delhi (MCD) (formerly SDMC). His tenure there is often cited as a blueprint for modern municipal revenue management.

Revenue Revolution: Under his leadership, advertising revenue in South Delhi reportedly jumped from ₹40 crore to ₹150 crore in just three years (2015–2019) through the drafting of a standardized Outdoor Advertising Policy.

Smart Parking: He was the architect of Delhi’s current parking policy, which shifted the focus toward technology-led monitoring and revenue optimization.

Green Mobility: Long before EV adoption went mainstream, Jha oversaw the installation of over 150 EV charging stations across Delhi-NCR, positioning the municipal body as a leader in green infrastructure.
Vision for Moradabad Division
In his new capacity as ADRM, Jha will serve under Shri Sangrah Maurya (DRM, Moradabad) or the current acting DRM. His appointment is strategically timed as the division undergoes massive modernization.
