NEW DELHI — In a major dual-pronged technology push, Union Home Minister Amit Shah launched the FCRA 2.0 Portal alongside a fully digital Electronic Overseas Citizen of India (e-OCI) Card system.
The security-backed tech platforms are designed to fulfill the administration’s “Minimum Government, Maximum Governance” directive—drastically simplifying process cycles for compliant entities while enforcing strict digital monitoring against regulatory violations.
Overhauling Foreign Funding Oversight via FCRA 2.0
The upgraded FCRA 2.0 architecture transitions the Foreign Contribution (Regulation) Act compliance framework into a fully online ecosystem, removing the legacy, paper-heavy processing channels that previously slowed down structural review.
The system upgrade comes as the Ministry of Home Affairs handles rising application volumes and cross-border donations, managing an active operational base of nearly 14,500 registered non-governmental organizations nationwide. The platform typically processes between 15,000 to 20,000 fresh filings and roughly 17,000 annual statutory returns each year.

e-OCI System: Streamlining Diaspora Services
Simultaneously, the new electronic OCI ecosystem introduces comprehensive digital processing for more than 50 lakh OCI cardholders worldwide. The system digitizes the end-to-end operational pipeline, enabling overseas Indians to upload documentation online and download verified electronic credentials directly to their mobile devices.
Key Rule Relaxation: The government has officially eliminated the restrictive rule requiring OCI cardholders above the age of 20 to secure a brand-new physical booklet every time they renew their foreign passports. Moving forward, users are only required to update their passport coordinates online, removing redundant administrative touchpoints and accelerating airport customs clearances.
National Security and Operational Scaling
The structural upgrade addresses both administrative efficiency and national security enforcement. By establishing multi-agency API handshakes, the Home Ministry can track the lifecycle of overseas inbound capital in real time.
Looking ahead, officials confirmed that the ministry will continue scaling the portal’s capabilities, with plans to deploy an AI-powered compliance chatbot, responsive mobile access interfaces, and dedicated real-time transaction tracking dashboards for partnering commercial banks over the next few months.
