LUDHIANA — Following up on a major policy concession for civil servants, Chief Minister Bhagwant Mann and senior leader Manish Sisodia officially launched the Aam Aadmi Party’s (AAP) campaign for the 2027 Punjab Assembly elections in Ludhiana on Saturday.
The campaign launch comes immediately after the Mann administration approved an 8% Dearness Allowance (DA) boost for roughly 800,000 state employees and pensioners, setting up an intense political contest against rival parties.
Key Highlights of the Campaign Launch
-
Empowering the Workforce: AAP aims to leverage the 8% DA increase—disbursed in two 4% tranches starting in October—to mend ties with government workers, previously a source of friction over unpaid arrears and Old Pension Scheme (OPS) execution.
-
Massive Grassroots Mobilization: Beginning September 20, AAP will deploy nearly 2.68 lakh booth committee members for a statewide door-to-door outreach campaign. Chief Minister Mann will personally launch the drive in his constituency of Dhuri.
-
Policy Pamphlet & Membership Push: The party unveiled its formal election campaign pamphlet detailing its governance record while opening a widespread voter-enrolment drive to bolster its organizational structure.
-
Institutional Dialogue: To retain long-term backing from civil service federations, the government committed to mandatory monthly meetings with union leaders to resolve demands around salary multipliers, career progression, and allowances.
The Emerging Political Battle lines
AAP’s campaign launch establishes a stark political contrast with rival parties setting up their own ground initiatives across Punjab:

The AAP rollout follows the kickoff of the BJP’s 13-day anti-drug campaign (Nasha Mukt Punjab Yatra), led by party leaders in Pathankot to highlight law-and-order concerns and substance abuse across all 117 constituencies.
By combining financial relief for public sector staff with an aggressive door-to-door canvassing model, AAP aims to shift the political discourse back to administrative performance and social welfare as early campaigning picks up speed across Punjab.
