KOLKATA — In a swift regulatory intervention following a fatal industrial accident, West Bengal Chief Minister Suvendu Adhikari has ordered an immediate halt to all under-construction commercial real estate projects authorized during the previous Trinamool Congress (TMC) administration.
The suspension remains active until July 31, clear-felling a window for technical teams to evaluate safety risks across hundreds of active construction sites in major urban pockets.
Structural Integrity Questioned in Kolkata Tragedy
The sweeping policy shift follows the sudden collapse of an under-construction commercial warehouse in Kolkata, which claimed five lives and sent 10 to 12 injured laborers to SSKM Hospital. The catastrophe required specialized disaster units from the Indian Army, NDRF, and Fire Services to cut through collapsed metal and reinforced concrete.

Engineering Failures: Chief Minister Adhikari stated that technical briefs from Kolkata Municipal Corporation (KMC) engineers explicitly flag the warehouse’s approved architectural plan as fundamentally defective.

The Regulatory Deficit: The plot, owned by the Syama Prasad Mookerjee Port Authority (SMPA), had been cleared for development early this year. Adhikari dismissed environmental variables like recent downpours, asserting that the structural failure points toward flawed engineering designs and lax oversight.

Deploying the Multi-Agency Audit Task Force
To systematically identify high-risk structures, the state has empowered a specialized multi-agency committee to work directly under West Bengal’s Chief Secretary.
The inspection teams will consist of structural engineers, urban planners, and safety auditors pulled from the Public Works Department (PWD), Civil Defence, Fire and Emergency Services, Kolkata Police, and the KMC. Investigators are tasked with reviewing site maps, checking material quality, and reviewing foundational design documents.
The initial wave of inspections will center on Kolkata before widening its scope to include the municipal zones of Howrah and Bidhannagar. The audit will pay critical attention to large-scale commercial blocks established over filled water bodies, as well as structures built on lands leased out by Kolkata Metro and the SMPA.
Safeguarding Essential Public Infrastructure
The Chief Minister clarified that the freeze applies strictly to commercial and private industrial builds. Public utility developments—most notably hospitals, medical clinics, and emergency fire infrastructure—are fully exempted from the shutdown to avoid delaying essential civic projects.
The state government is presently verifying the home states of the affected workers to streamline relief. A comprehensive legislative package detailing criminal liability for the builders, penal actions for complicit engineers, and formal compensation structures for the victims’ families is scheduled to be introduced on the floor of the West Bengal Legislative Assembly.
