RAIPUR — The Government of Chhattisgarh has executed a targeted administrative reshuffle, reassignment five senior Indian Administrative Service (IAS) officers to key positions across the state secretariat, district collectorates, and state-level development authorities.
The latest series of transfers covers essential portfolios, including public education, skill development, urban infrastructure, and district administration.
1. Key Appointments and Portfolios
The newly issued administrative orders detail the transition of responsibilities across multiple state departments:

Santosh Kumar Devangan: Posted as the Special Secretary of the School Education Department, where he will oversee administrative policies and public education initiatives.

Vijay Dayaram K: Deployed to the field as the new District Collector of Gaurela-Pendra-Marwahi, taking charge of regional law, order, and developmental execution.

Hemant Ramesh Nandanwar: Assigned as Director of Technical Education, Employment & Training. He will concurrently hold the additional charge of Chief Executive Officer (CEO) of the State Skill Development Authority.

Sumit Agrawal: Appointed as the CEO of the State Urban Development Authority (SUDA), positioning him at the center of municipal planning and urban infrastructure funding.

Ms. Anupama Anand: Transferred to rural administration as the CEO of the District Panchayat in Mahasamund, directing grassroots rural development and panchayati raj programs.

This targeted reallocation of bureaucratic resources reflects the state administration’s strategy to accelerate key public delivery systems.
By placing experienced officers at the helm of technical education and urban development authorities, the state aims to speed up youth employment drives and city modernization projects. Concurrently, the new leadership in the School Education secretariat and regional collectorates is intended to strengthen institutional oversight and optimize local governance delivery ahead of upcoming fiscal reviews.
