NEW DELHI — In a major diplomatic and technological breakthrough, India and France have codified the India-France Innovation Roadmap 2030. Initiated as a milestone of the “Special Global Strategic Partnership,” this bilateral framework establishes a long-term blueprint for co-developing frontier technologies, securing supply chain resilience, and achieving industrial sovereignty.
By aligning India’s Viksit Bharat 2047 mission with the France 2030 national investment plan, the roadmap bridges state-of-the-art research with commercial enterprise across four critical domains.
Core Structural Framework
I. The “Trusted AI” Architecture
The roadmap cements safe, transparent, and non-discriminatory Artificial Intelligence as the cornerstone of bilateral technology sharing.
-
Frontier Governance: Regulators and standards bodies from both nations will collaborate on interoperable, risk-based frameworks for generative and frontier AI models without stifling commercial research.
-
Child Safety Networks: Integrating India’s emerging techno-legal digital frameworks with French expertise to architect privacy-preserving age assurance and safety-by-design models for minors.
-
Consent-Based Data Hubs: Linking India’s Data Empowerment and Protection Architecture (DEPA) with France’s public health data platforms to create secure, rights-respecting data spaces for public-interest research.
II. Cross-Border Talent Mobility & STEM Integration
Recognizing that human capital underpins technological sovereignty, France has institutionalized its goal to host 30,000 Indian students by 2030.
-
Expanded Academic Recognition: Updating the historic 2018 Mutual Recognition of Qualifications (MRQ) pact to include emerging digital disciplines, automated dual-degree structures, and joint doctoral supervisions.
III. Deep-Tech Ecosystem Bridges
To accelerate lab-to-market transitions, the roadmap introduces structural networks connecting academia, startups, and sovereign industries:
-
Aerospace Training Hub: Establishing a premier aeronautical training campus in Kanpur in collaboration with India’s Ministry of Skill Development and Entrepreneurship (MSDE).
-
The InnoXchange Bridge: A dedicated corporate-startup corridor granting reciprocal access to research incubators, soft-landing platforms, and venture capitalists across both countries.
-
Space Ecosystem Synchronization: Formalizing a joint commercial aerospace initiative. In a synchronized effort, the two nations will align the Bengaluru Space Expo (BSX) and the International Space Summit in Paris this September to map future partnerships in Low Earth Orbit (LEO) space stations and Earth observation data.
Bilateral Implementation Grid: Key Institutional MoUs
A total of 19 high-level agreements have been executed to activate the roadmap immediately, establishing direct linkages across top-tier institutions:
-
AI & Smart Ecosystems: IIT Gandhinagar is partnering with BlaBlaCar to explore smart mobility and transportation AI, while CYRAN AI has inked a deal with Safran Aircraft Engines for industrial AI applications.
-
Advanced Computing & Navigation: IIT Tirupati has tied up with Safran Electronics & Defense to build a national ecosystem in Positioning, Navigation, and Timing (PNT). Concurrently, IIT Hyderabad is collaborating with Crimson Energy Experts and Dassault Systèmes on 3D computing systems.
-
Incubation & Sustainability: IIT Bombay has updated its pacts with the Institut Polytechnique de Paris (IPP) and Paris-Saclay University to boost technology incubation and acceleration. For climate-focused initiatives, IIT Delhi and its Foundation for Innovation and Technology Transfer (FITT) have partnered with Racines de France and the DDI Incubator to address energy and sustainability challenges.
-
Pan-Republic Research Networks: A joint declaration of intention has been established between the network of IITs, IISc Bengaluru, and the French UDICE network to drive broad scientific and research collaboration.
-
Global Health & Biomedical Innovation: The Indian Institute of Science (IISc), Bengaluru, has ratified a comprehensive research treaty with Université Grenoble Alpes (UGA) to advance health and life sciences.
-
Expanded Academic Footprint: IIT Madras has significantly widened its European mobility network by signing and renewing student exchange agreements with a cohort of premier French institutions, including CentraleSupélec, ESCP Business School, École Nationale Supérieure des Mines de Saint-Étienne, the University of Limoges (UNILIM), the University of Technology of Compiègne (UTC), and Clermont Auvergne INP.
