NEW DELHI: In a major administrative restructuring, the Directorate of Enforcement (ED), Government of India, has ordered the immediate transfer and posting of several high-ranking officials across various zonal offices in the country. The official establishment order (Estt. No. 138/2026), issued on June 9, 2026, from the ED Headquarters in New Delhi, takes effect immediately and will remain in place until further orders.
Key Transfers and Postings
According to the directive issued under File No. Est-19/1/2024-EST-HO, multiple Deputy Directors (DD), Assistant Directors (AD), an Enforcement Officer (EO), an Assistant Enforcement Officer (AEO), and an Upper Division Clerk (UDC) have been relocated:

Vikas Gupta (DD): Transferred from Chandigarh Zonal Office-I to the Headquarters Office as Officer on Special Duty (OSD) attached with ADE/JDE (Admn. & Accounts).

Raj Kumar Meena (DD): Shifted within the Chandigarh Zonal Office-I from charge DD[CDZO-I(3)] to DD[CDZO-I(1)].

Bhageerath Choudhary (DD): Moved from the Panaji Zonal Office to take over charge DD[CDZO-I(3)] at the Chandigarh Zonal Office-I.

Bijender Dalal (AD): Transferred from the Jalandhar Zonal Office to the Kochi Zonal Office.

Kulbhushan Kumar (AD) & Ginny Chandna (AD): Both stationed at the Headquarters Office, they have mutually swapped their charges between AD(CBU) and AD(Adj.-3).

Nava Keerthi Sagar P (AD): Rotated within the Chennai Zonal Office-I from charge AD[CEZO-I(1)(1)] to AD[CEZO-I(1)(4)].

Bhaskar Naidu Kondeti (AD): Moved from the Panaji Zonal Office to the Chennai Zonal Office-I.

Susheel Chharang (EO): Transferred from Chandigarh Zonal Office-I to the Imphal Sub Zonal Office.

Akshay (AEO) & Shailendra (UDC): Both have been transferred from Chennai Zonal Office-II to the Headquarters—with Akshay joining the Legal department and Shailendra moving to Administration & Accounts.
Additional Charges Allotted
The order also dictates that specific Deputy Directors and Assistant Directors will handle additional duties alongside their substantive responsibilities:

Avinash Kumar Jha (DD): Holding substantive charge at Panaji Zonal Office, he will take on an additional DD charge in the same office.

Kulbhushan Kumar (AD): At the Headquarters Office, he takes on the additional charge of AD(Adj.-1).

Rajwardhan P. Indulkar (AD): Based in Panaji, he will shoulder a secondary AD charge within the same Zonal Office.

Amit Kumar (AD) & Pardeep (AD): Both operating from the Jalandhar Zonal Office, they have been assigned secondary AD responsibilities within their zone.
Directives on Cyber Credentials and Ongoing Court Cases
To ensure operational continuity, the agency has strictly instructed the affected officers to promptly hand over their VPN tokens for the Look Out Circular (LOC) portal to their incoming counterparts so that credentials can be smoothly reassigned.
Furthermore, the ED emphasized that despite these structural shifts, there will be no disruption to crucial investigations. The order explicitly states that officers must continue investigating or supervising any assigned cases related to the high-profile Coal Block Allocation—mandated by the Hon’ble Supreme Court under WP(C) No. 120 of 2012. Similarly, if any of these officers are part of a Court Monitored Committee or a Special Investigation Team (SIT), they are bound to look after those specific matters even after assuming charge at their new postings.
The order was officially cleared and issued with the approval of the Director of the Enforcement Directorate, signed by Aman Mor, Assistant Director (Estt.).
