BENGALURU — A major political controversy has erupted in Karnataka over the ongoing Special Intensive Revision (SIR) of voter lists, ahead of the 2028 Assembly elections. The opposition Bharatiya Janata Party (BJP) and its ally Janata Dal (Secular) have approached the state Election Commission alleging massive procedural violations, drawing a sharp counter-offensive from Chief Minister DK Shivakumar.
Opposition Alleges Systematic Rules Violation
In a joint memorandum submitted to the state Election Commission chief, a high-profile opposition delegation—including Union Ministers HD Kumaraswamy, Pralhad Joshi, and Shobha Karandlaje, alongside state Leader of the Opposition R. Ashoka—raised serious concerns over the neutrality of the data collection process:
-
Circumvention of Door-to-Door Verifications: The opposition leaders claimed that Booth Level Officers (BLOs) are bypassing mandatory door-to-door physical verifications.
-
Alternative Venues Utilized: The letter alleged that voter enumeration forms are being filled at unauthorized centralized locations, including community halls, mosques, and private residences of BLOs.
-
Digital Mobilization: The BJP-JDS combine pointed out that specialized WhatsApp groups are being actively used to coordinate and direct specific voter groups to these alternative locations, describing it as a direct violation of Election Commission guidelines.
“The entire machinery is being misused. They are conducting this SIR in masjids and other places… which is a violation. BLOs are confused too,” stated Union Minister Pralhad Joshi, demanding an immediate high-level inquiry.
Government Denies Interference; Points to Regulatory Mandate
Chief Minister DK Shivakumar strongly rejected the opposition’s allegations, clarifying that the state government maintains a strict hands-off approach regarding the continuous updating of electoral databases:
-
Independent EC Exercise: Shivakumar emphasized that the Special Intensive Revision is entirely designed and executed under the direct guidance of the Election Commission, with zero administrative interference from the ruling Congress party.
-
Allegations of Political Anxiety: The Chief Minister termed the opposition’s complaints “fabricated,” attributing them to political nervousness over the Congress party’s widespread public awareness campaigns regarding voter registration.
Context of the Broader National Debate
The friction in Karnataka reflects a wider friction between the Congress-led state government and the BJP-led National Democratic Alliance (NDA) at the Centre over nation-wide voter list revisions, which commenced in states like Bihar last year.
While opposition parties frequently claim that the voter deletion and revision processes are being manipulated to disadvantage non-BJP electorates, both the Election Commission and the BJP have consistently dismissed these claims, pointing to established Supreme Court rulings that safeguard the legal and procedural sanctity of the revision exercises.
